MOTION PASSED BY CONSENSUS 21 OCT 2025 – CM.25.10.16 Recommendation for System-Wide Distribution of School Councils Matter Parent/Caregiver Guide

This motion recommends the distribution of a specific document entitled “School Council’s Matter – Parent/Caregiver Guide” to parents and caregiver contacts system-wide via School Messenger as a standalone communication.  It is recommended that this be distributed in this format (rather than as a link within TDSB Connects) to ensure that intended recipients receive the communication clearly labeled in the subject line. This proposal furthers PIAC’s statutory mandate under Reg 612/00 to support parent engagement.

RECOMMENDATIONS

The Communications WG proposes that the TDSB distribute as soon as possible a specific document entitled “School Council’s Matter – Parent/Caregiver Guide” (the “SCM”) to parents and caregiver contacts system-wide via School Messenger as a standalone communication. 

It is recommended that the SCM be distributed in this format (rather than as a link within TDSB Connects) to ensure that intended recipients receive the communication clearly labeled in the subject line. This proposal furthers PIAC’s statutory role under Education Act Regulation 612/00 “to support, encourage and enhance parent engagement at the board level in order to improve student achievement and well-being.”

FINANCIAL IMPACT

There is no financial impact resulting from the adoption of the recommendations in this report.

DECISION HISTORY

PIAC passed motion CM.25.05.02 last May, which recommended that PIAC have system-wide access to School Messenger, subject to the existing guidelines applied to School Councils and subject to timely and good faith moderation by TDSB staff.
